These are preliminary estimates and may be adjusted as professional proposals are received. All Phase One funding will remain dedicated to research, legal guidance, design, prototyping, and technical planning.

Research, legal review, professional design, technical planning, and an interactive prototype.

Phase Two: Build the First Version

Develop and test the first functional version of the mobile app and its administrative system. 

Phase Three: Expand the Features

Add approved family safety tools, educational materials, resources, notifications, and accessibility improvements. 

Phase Four: Launch in Ohio

Complete public testing, establish partnerships, launch the app, and begin statewide outreach.
